The Board staff had to learn about the situation in Europe and figure out what had been and could be done. They sent several people over to the State Department to sit in their reference files and write briefs about all the things the State Department had done (or had not done). They also had lots of meetings with relief organizations and requested suggestions. This is one of the memos they developed outlining plans in Turkey.
