I told you that Carlton Hayes, the American ambassador in Spain, would be a constant antagonist to the WRB.  Like McClelland in Switzerland, David Blickenstaff was the obvious choice for a WRB rep in Madrid.  In early 1943, Hayes had decided that there were too many relief organization representatives in Spain, so he created a hierarchical organization headed by Blickenstaff to streamline relief work and supervise funds.  (Blickenstaff was the American Friends Service Committee/Brethren Service Committee rep in Spain).

So basically, Blickenstaff would do what he had been doing, but for the WRB. Hayes still thought this would be a problem.
